City Hall to present P4.5-B budget

CITY Hall has finally completed the drafting of the proposed annual budget for 2013, which was pegged at P4.5 billion, roughly P412 million higher than this year's budget. Based on the budget message of Davao City Mayor Sara Duterte-Carpio, next year's budget totaled to P4,568,189,122. The proposed budget will be submitted by the executive department to the City Council for approval.
A large chunk of the proposed 2013 budget will be allocated for general fund amounting to P3,578,736,911, excluding the appropriation for the transfer to the development fund, amounting to P345,038,796.
The city gets its financing from the general fund which will cover the city's expenditures for Statutory and Contractual Obligations, Personal Services, Maintenance and Other Operating Expenditures (MOOE) and Capital Outlays of the Departments, Offices and Units of the City Government of Davao.
The 10 percent increase for next year's proposed budget was attributed to the increase of the Internal Revenue Allotment for 2013 due to the increased collection in internal revenue in CY 2010, which is the base year for 2013 IRA computation.
"Davao City is in constant pursuit for the improvement of the quality of life of its constituents and its environment by implementing the current administration’s development framework of empowering the Barangays, Academics, Resources, Peace and Order and Good Governance (Barog) which focuses in developing the local capabilities of the barangays to provide for the basic goods and services of its communities; advancing the developmental potentials of its citizens through continuous upgrading of skills and knowledge of its citizens; maximizing the growth of key sectors in its local economy, especially in tourism, agribusiness and ICT; enhancing proactive approaches in stabilizing the peace and order situation of its local communities and citizens; and adopting a more transparent, efficient and effective delivery of public services," Duterte-Carpio said.
In the same budget message, the mayor listed 12 key directions and initiatives that her administration will do to carry-out all the programs and projects under her Barog development framework.
One of the key directions and initiatives that her administration will push through is the "promotion of transparency within departments and offices to ensure proper utilization of government funds and properties will be pursued. Continued enhancement of the knowledge, attitude, values and skills of government employees will be implemented to ensure professionalism in delivering public service.
The mayor said instead of submitting the final draft of the city's proposed budget for 2013 during her third and last state of the city address, she said she will submit it before the month ends.
