Davao City creates task force on hazardous substances

The order came after it was observed that persons and entities handling or engaged in business involving flammable and dangerous chemicals and other hazardous and toxic and substances have been negligent with their duties in observing proper, correct and safe practices.
Duterte-Carpio signed last May 10, an Executive Order 25 which mandated the creation of multi-agency task force.
In an interview last week, Duterte-Carpio said flammable chemicals are dangerous for public health and public safety and those who sell these needs to be regulated.
Duterte-Carpio added that the EO is a reconstitution of the task force created by her father during his term as a mayor.
“Actually before there is already an executive order, we just reconstituted it to make it up to date with the circumstance of the city,” she said.
She added that the main purpose of the task force is to receive and address complaints.
Duterte-Carpio also added that this EO is also in line with the LPG Tank blast last April 11, which took the lives of five individuals.
The task force shall be composed of members of executive department with respective heads of chiefs or heads of Office of the City Legal Officer, Business Permits and Licensing Office, City Traffic and Transportation Management Office (CTTMO), City Health Office, City Information Office City Environment and Natural Resources Office, Public Security and Safety Communications Center, Central 911/ Disaster Risk Reduction and Management Office.
The representatives of Bureau of Fire Protection, Philippine National Police (Davao City), Department of Trade and Industry (DTI)-Davao, Department of Energy (DOE)-Davao, and Land Transportation Office were also listed to complete the multi-agency task force.
All member agencies are enjoined to provide technical assistance and other forms of support and cooperation as may be requested and needed by the Task Force.
Section 2 of the EO states that part of the powers and functions of the task force is to conduct inventory, monitor compliance, conduct surprise and periodic inspections of all persons and entities handling and/or engaged in the business involving flammable and dangerous chemical and other hazardous and toxic substances with due emphasis to those establishments dealing with Liquefied petroleum gases.
The multi-agency task force can also investigate and cause the institution civil, criminal, administrative and legal actions against violators of existing laws and ordinances, rules and regulations, issuances governing flammable and dangerous chemicals and other hazardous toxic substances.
They are also tasked to conduct an information campaign to increase awareness on the safe and proper use of flammable and dangerous chemicals.
