Davao City has most voters without biometric data

Davao City has the most voters without biometric data, Commission on Election records show.
Comelec Commissioner Grace Padaca said on her Twitter account that Davao City, the largest in the country, has 340,276 voters who have yet to have their biometric data recorded by the poll body.
Other cities with a large number of voters without biometric data include:
Quezon City with 269,675
Zamboanga City with 206,213
Caloocan City with 113,208
Bacoor, Cavite with 95,621
Batangas City with 69,378
Binangonan, Rizal with 66,907
Cabanatuan City with 65,673
Taguig City with 62,683
Cotabato City with 62,016
There are a total of 9,301,386 voters who have not yet updated their registration with biometric data.
Under the Mandatory Biometrics Registration Act of 2013, voters who fail to have their photograph, fingerprint, and signature recorded before the May 2016 elections will not be allowed to vote.
Registration for the 2016 national and local elections started on May 6 and will continue until October 31, 2015.
