When in Davao City, hold on to your bags.

The local government here has successfully outlawed the leaving of bags, with higher penalties to be slapped for packages left in public areas if they cause alarm or panic.

The ordinance was approved on third reading during Tuesday’s regular session at the Sangguniang Panlungsod.

The measure prohibits two acts: the leaving of unattended packages or bags without causing panic and the leaving of the said items that cause panic.

The local law threatens violators with penalties ranging from a warning to an administrative fine of P300.

For the bags that cause panic, the penalties range from P1,000 to P5,000.

The measure was introduced by Vice Mayor Paolo Z. Duterte.

In the city, suspicious packages usually receive a visit from the explosives and ordnance division of the Davao City Police Office or Task Force Davao as bombs hidden in bags were not an uncommon modus operandi of terrorists.
